(NewsNation) — A housing bill that became law without President Donald Trump’s signature could bring changes to the nation’s housing market, though experts say the effects will likely take time to materialize.
The 21st Century ROAD to Housing Act passed Friday aims to lower housing costs by tying certain federal grants to housing construction, creating incentives for local governments to build more homes and streamlining environmental review processes.
The law also places restrictions on large investors purchasing newly built single-family homes, a move supporters say could improve opportunities for individual homebuyers.
Dennis Shea, executive vice president and chair of the Bipartisan Policy Center’s J. Ronald Terwilliger Center for Housing Policy, called the measure “really significant,” saying it reflects growing pressure on lawmakers to address housing affordability.

Polling from the Bipartisan Policy Center before the bill’s passage found that 89% of voters wanted Congress to take action on housing affordability.
Joel Berner, a senior economist at Realtor.com, said any impact is more likely to be felt over the coming years rather than immediately.
Berner noted that home construction has lagged in parts of the Midwest and Northeast.
“Anything we can do to facilitate more home building, more urban infill building, will bring homes to where it’s needed the most,” he said.
